Regulatory Update March 2023

Laws and regulations continually change requiring pharmacists to stay up-to-date in order to appropriately serve their patients. The information provided in this session will help pharmacists practice within the bounds of state and federal laws and regulations.

Learning Objectives

At the completion of this activity, the participant should be able to:

  • Identify the differences between legislation and regulations.
  • Describe the public hearing process for new regulations.
  • Summarize new advisories, policies, and circular letters.


Richard Geaney Jr, RPH, is a pharmacy investigator for the MA Department of Public Health with the Board of Registration in Pharmacy. Rick is a 1991 graduate of Massachusetts College of Pharmacy and Health Sciences. He has worked for most of his career in the retail pharmacy setting before switching to the regulatory aspect of pharmacy. Rick started as a stock boy at chain pharmacy retailer in the beautiful seaside community of Lynn, MA. This is where his love of pharmacy began. He worked in retail and hospital as an intern during his time at MCPHS, then as a staff pharmacist, a pharmacy manager, and a pharmacy district manager. Rick also had a great experience as a multi-state manager of pharmacy operations for a large wholesale club.

Julienne Tran, PharmD, RPh, is a pharmacy investigator with DPH at the Board of Pharmacy, where she reviews complaints and reports received from the general public and agency personnel concerning alleged violations of laws and regulations. Additionally, Dr. Tran conducts inspections and evaluates pharmacy and drug related practices in health care facilities and pharmacies to ensure the health and safety of patients. She also serves as an academic preceptor for Massachusetts College of Pharmacy and Health Sciences.

Dr. Tran holds a Doctor in Pharmacy from MCPHS. She is currently an MBA Candidate at the University of Massachusetts-Dartmouth. For more than a decade, Dr. Tran focused mainly in community pharmacy. She began her career as a retail staff pharmacist and then shifted her work to the area of retail corporate as a clinical pharmacist overseeing the training and development of disease-state management programs for pharmacists in the Northeast region.
